Airside Rehabilitation and Improvement Program of Cajamarca Airport

PROJECT OBJECTIVE
The Technical Dossier for the Airside Rehabilitation and Marginal Expansion of the Perimeter Fence at Mayor General FAP Armando Revoredo Iglesias Airport aims to rehabilitate the airport’s airside infrastructure (pavements, drainage systems, visual aids, perimeter fence, perimeter road, and guard booths), in accordance with ICAO recommendations and in compliance with the Peruvian Aeronautical Regulations (RAP), in order to establish the conditions necessary to ensure operational safety and civil aviation security at Cajamarca Airport.

TECHNICAL DOSSIER

  • December 26, 2018: Airside Rehabilitation and Improvement Program (PRMLA), approved through Official N° 651-2018-MTC/12.08.
  • January 18, 2021: Star to preparation the Technical Dossier.
  • March 8, 2022: Definition of the Environmental Instruments applicable to the Technical Dossier by the General Directorate of Environmental Affairs (DGAAM) of the MTC, through Official N° 0525-2022-MTC/16: Update of the Environmental Impact Declaration (ADIA) and Modification of the Environmental Adaptation and Management Program (MPAMA).
  • October 10, 2024: DGAAM pronouncement regarding the Citizen Participation Plan (CPP) for the MPAMA through Official N° 3131-2024-MTC/16.
  • March 18, 2025: DGAAM pronouncement regarding the Citizen Participation Plan (CPP) for the ADIA through Official N° 0893-2025-MTC/16.
  • April 9, 2025: Approval of the PRMLA Update through Official N° 0119-2025-MTC/12.

CITIZEN PARTICIPATION PLAN FOR THE ENVIRONMENTAL MANAGEMENT INSTRUMENTS (ADIA AND MPAMA) OF THE PROJECT

The Citizen Participation Plan (CPP) is a set of mechanisms aimed at promoting engagement and interaction among organized civil society, public entities, private entities, and the Project Owner (AdP). CPP is implemented through dialogue spaces that encourage participation, exchange, and open discussion of ideas, opinions, expectations, and concerns in a transparent and inclusive manner, so that these may be considered in the development of the Project’s Environmental Instruments.

The Citizen Participation Plans corresponding to the Environmental Instruments (ADIA and MPAMA) have received DGAAM’s formal pronouncement through Official N° 3131-2024-MTC/16 and Official N° 0893-2025-MTC/16, respectively.

ENVIRONMENTAL INSTRUMENTS – ADIA AND MPAMA

Through Official N° 0525-2022-MTC/16, dated March 8, 2022, the DGAAM determined that the Environmental Management Instruments (EMIs) applicable to the project are the Update of the Environmental Impact Declaration (ADIA) and the Modification of the Environmental Adaptation and Management Program (MPAMA).

In this context, and considering the project scope, both environmental instruments are currently being developed in order to align the existing environmental documentation with the project’s current conditions and applicable regulatory requirements.

As part of the execution of the Cajamarca PRMLA, potential environmental impacts associated with the project’s construction and operational activities have been identified, including:

  • Earthworks and excavation activities, which may cause soil disturbance, increased particulate matter, and temporary impacts on air quality.
  • Transportation of materials and operation of machinery, associated with noise emissions, vibrations, and atmospheric pollutants.
  • Interventions in the drainage system, which may temporarily alter surface runoff patterns within the airport area.
  • Generation of solid waste and effluents resulting from field activities and auxiliary facilities.
  • Interference with airport operational activities, requiring appropriate management measures to ensure operational safety and continuity.

These impacts are expected to be predominantly temporary and manageable through the implementation of preventive, mitigation, and control measures, which will be further developed and detailed within the corresponding environmental instruments (ADIA and MPAMA), in accordance with applicable regulations.
